With no alternatives to the regulated electric utility available, the Public Utility Commission of Texas delayed opening Southeast Texas to retail competition until September 2002, 9 months later than called for under the state restructuring law. No customers or alternative suppliers participated in the PUC's pilot program in the Southeast Texas area served by Entergy Gulf States, a utility unit of Entergy Corp.

Michigan natural gas demand is expected to decline slightly this year, compared to last, while electric power demand is projected to grow but not as fast as in 2000, state regulators said in a new winter assessment. The Michigan Public Service Commission also rated energy supply as 'generally secure and reliable.'
