U.S. EPA awards Pacific Gas and Electric Co. with Climate Protection Award

SAN FRANCISCO, April 23, 2003 — Pacific Gas and Electric Co. is being honored by the U.S. Environmental Protection Agency (EPA) with the 2003 Climate Protection Award, which recognizes individuals, companies, and associations that have demonstrated outstanding leadership, personal dedication, and technical achievements in reducing greenhouse gas emissions and protecting the climate.

The award was presented earlier Tuesday at the 2003 Earth Technologies Forum, a conference on climate change and ozone protection, being held in Washington, D.C.

“Pacific Gas and Electric Company’s climate protection program is a comprehensive approach to climate change and has resulted in a significant reduction of greenhouse gas,” said Kathleen Hogan, director of the Climate Protection Partnerships Division of the U.S. Environmental Protection Agency. “Through their efficiency programs, innovations and leadership, Pacific Gas and Electric Company and its customers are truly making a difference in protecting the environment.”

While there is no state or federal regulation of greenhouse gases, Pacific Gas and Electric Company proactively established a program to address the challenges associated with climate changes. The program has reduced the utility’s greenhouse gas emissions by 30 percent from 1990 levels.

“Pacific Gas and Electric Company takes pride in being a committed environmental steward and our climate protection efforts make up a big portion of that role,” said Bob Harris, vice president of environmental affairs for Pacific Gas and Electric Company. “This award also recognizes our 13 million customers for their exemplary efforts at becoming more energy efficient, thus reducing greenhouse gas emissions into the environment.”

Pacific Gas and Electric Company’s climate protection program consists of several significant voluntary efforts including customer energy efficiency management and conservation, natural gas emission reductions, and PG&E facility energy management. The following are some environmental achievements the company’s climate protection program has produced:

— Reduced greenhouse gas emissions by 30 percent from 1990 levels

— Since 1976, PG&E’s customer energy management programs have helped customers install energy efficient measures that have saved more than 100 million megawatt hours of electricity, enough to supply power to more than 15 million homes for an entire year

— Since 1976, PG&E customer energy management programs have prevented more than 52 million tons of carbon dioxide emissions from being emitted into the atmosphere

— Since 1998, PG&E has reduced its sulfur hexafluoride emissions by 50% or more than 37,000 pounds (an amount equal to 447,000 tons of CO2)

— Since 1998, PG&E’s internal energy management has achieved a 22 percent reduction in energy use throughout its 88 facilities (885 tons of CO2 per year)

— Reduced its methane emissions by more than 20,000 tons (equivalent to 400,000 tons of CO2)

— Operate more than 600 cars and light-duty pickups in its utility fleet that use compressed natural gas, which emit up to 40 percent less CO2 than gasoline-fueled vehicles

— PG&E has the lowest rate of carbon emissions per kilowatt hour of any large utility in the United States

— In addition to publicly reporting CO2 emissions to the U.S. Department of Energy, PG&E became a charter member of the California Climate Action Registry in 2002
