A time to build a role for the ISO

The stock market, climate patterns, and electric industry expansion — all seem to follow some kind of cycle. After years of not wanting to risk the ire of residents and regulators, avoiding the capital markets because of the uncertainty of deregulation and its effects on earnings, and demand that was growing so slowly it could be absorbed — it is time to build again.
