The report was done for the Clear the Air Campaign, an initiative by Pew Charitable Trusts, which supports the controversial global warming theory. It was carried out by Abt Associates, “a firm used frequently by the Environmental Protection Agency to assess the benefits of the agency’s regulatory programs.”

Oct. 20, 2000–The Federal Regulatory Energy Commission will release Nov. 1 the staff findings of an investigation of the problems in the California wholesale electricity markets and expects to issue a remedial order by yearend, the commission said Thursday.
