California power manager rejects lower price caps

ESCONDIDO, Calif., Oct. 5, 2000 (North County Times)—California’s power manager, fearing widespread blackouts next summer and sustained high energy prices, unveiled a plan Wednesday that uses new regulations to prop up the state’s novel 1996 deregulation of its electricity industry.
