California’s city-owned utilities request reregulation

ESCONDIDO, Calif., Oct. 10, 2000 (Knight Ridder/Tribune)—California’s municipal utilities have asked the federal government for a sweeping re-regulation of the western power markets that includes a return to paying generators according to their cost of producing electricity.
