Cautious N.C. leaders shepherd electricity deregulation to market

NORTH CAROLINA, Oct. 3, 2000 (American Banker)–Faced with both the challenge of defeasing some $5.5 billion in public utility debt and a desire to avoid the sky-high prices that electricity deregulation brought to some California residents, North Carolina lawmakers are proceeding with caution as they work to restructure the market there.
