DALLAS, Sept. 13, 2000 — Panda Energy International Inc. will construct a $350 million merchant electric power plant approximately three miles northwest of Mount Vernon in Jefferson County, Illinois. The facility is 72 miles east of St. Louis and 57 miles west of Evansville, Ind.
