Contract Awards and Extensions

WPS Resources Corp., the parent company of Wisconsin Public Service Corp., has signed a multimillion dollar contract with LineSoft Corp. for its LD-Pro line design and LD-Track work order tracking and analysis solutions. The contract includes software, training, integration and implementation.

WPS also has awarded a contract to Logica to implement an integrated work management information system for its utility operating units. The contract includes a three-year software maintenance program covering the work management application.

Arkansas Electric Cooperative (AECC) and Idaho Falls Power (IFP) both recently awarded The Foxboro Company contracts to implement Foxboro’s I/A Series SCADA System at the utilities.

City Public Service of San Antonio (CPS) has signed a contract with MDSI Mobile Data Solutions Inc. to upgrade the utility’s current MDSI workforce management solution to Advantex r7. CPS will integrate the new version of Advantex with its SAP customer service and Siemens outage management systems.

Xcel Energy Inc. has purchased LiveData Inc.’s LiveData PersonalView Server as its application hosting environment for a new capacitor bank control system as well as the infrastructure for a planned operations and maintenance Web browser interface. The capacitor bank control system is being installed at Xcel’s control center in Minneapolis.

Tucson Electric Power (TEP) has chosen GE Smallworld’s PowerOn outage management system. GE Smallworld will link PowerOn to TEP’s geographic information, customer information, work management and SCADA systems. GE Smallworld expects implementation to take less than 12 months.

Alliances, Mergers and Acquisitions

Allegheny Energy Inc.’s unregulated business development arm, Allegheny Ventures, has acquired an equity interest and board of directors membership in Utility Associates, the developer and marketer of PadWORKS mobile work management software.

The Foxboro Company (part of the Invensys Software Systems Division) has signed an agreement to resell, implement and support the entire family of M3i Systems Inc. products.

Personnel Changes and Promotions

Dennis Fishback has joined independent power company Calpine Corp. as its senior vice president and chief information officer. Fishback most recently supervised information technology activities at the California ISO.

Ron Cardwell has joined Allegheny Energy Inc. as vice president of Allegheny Energy Solutions, Allegheny’s unregulated subsidiary that focuses on distributed generation solutions and other products and services.

Philip J. Pellegrino has resigned his position as ISO New England’s president and CEO to pursue other professional interests. Pellegrino joined the ISO in December 1998 after holding a number of management positions at the New York Power Authority.
