Sithe Energies Inc. appointed Thomas Boehlert as chief financial officer and a senior vice president. Prior to joining Sithe, Boehlert worked at Credit Suisse First Boston in investment banking and project finance activities.

Detroit Edison named Douglas Gipson executive vice president of power generation and William O’Connor vice president of nuclear generation. Gipson was previously senior vice president of nuclear generation. O’Connor most recently served as assistant vice president and manager of nuclear assurance.

CMS Energy Corp. elected Kenneth Emery senior vice president, information technology, corporate services and chief information officer for its diversified business unit, CMS Enterprises, and its principal subsidiary, Consumers Energy. He was previously vice president and chief information officer of CMS Enterprises and vice president, information technology and operations services for Consumers Energy.

Burt Stokes of RGS Energy Group Inc., the parent company of Rochester Gas and Electric Corp. and Energetix Inc., will retire in early 2001; he currently serves as senior vice president and chief financial officer.

North American Electric Reliability Council (NERC) appointed Michael DeLaura manager-compliance review. DeLaura was previously manager of transmission planning for the New York Power Authority (NYPA) and has chaired the Northeast Power Coordinating Council task force on system studies, the New York Power Pool transmission planning advisory subcommittee and the New York State Reliability Council reliability compliance monitoring subcommittee.

Stephen G. Kozey is the new general counsel for the Midwest Independent Transmission System Operator. Kozey comes to Midwest ISO from Cinergy PSI, where he was general counsel and director of structured transactions in Cinergy’s energy commodities business unit.

Midwest ISO also selected Roger Harzy as director of area operations. He previously served as manager of operations in the energy supply operations department for Ameren Corp. named Thomas Cirrito to head its new board of directors and Rick Rumbarger as the online utility’s new president. Rumbarger has served since mid-1999 as vice president and general manager of and previously served as a principal for ICF Kaiser International and managed the ICF Kaiser energy solutions practice. Cirrito was co-founder, director and president of the consumer division of Telco Communications Group.

Raymond Saleeby joined as president and CEO. Saleeby was previously head of AT&T Solutions’ utilities and energy industries practice and a managing partner of business development for the worldwide consulting and network integration, electronic commerce and outsourcing practice of AT&T Solutions.

Jane Portnoy has also joined as vice president of communications. Portnoy was most recently vice president of communications at the Consumer Financial Network.

Kenneth P. Foley Jr. has been elected vice president of production and maintenance at Primary Energy, a NiSource Inc. subsidiary. Foley most recently served as director of production and maintenance.

James Haunty has been named vice president of transmission capital improvements for American Electric Power (AEP) and Central and South West Corp. post merger.

The board of directors of Sierra Pacific Resources appointed Steve Rigazio president of Nevada Power Co. Rigazio served as a financial analyst and policy advisor to the Public Utilities Commission of Nevada prior to joining Nevada Power in 1984.

Carolina Power & Light has appointed E. Michael Williams as senior vice president for power operations. Williams was most recently CSW Corp.’s vice president of fossil generation in Dallas.

Louis E. Buck Jr., former senior director at Walker Interactive Systems and past chief accounting officer at Entergy, has joined ConEdison Solutions as its vice president and chief financial officer.

Public Service Company of New Mexico’s president, Jeff Sterba, will assume the additional post of chief executive officer, succeeding Benjamin Montoya, who will continue as chairman of the board of directors.

Southern Energy Inc., a unit of Southern Co., has promoted John Robinson to vice president of investor relations. Robinson was formerly chief operating officer for Southern Energy Europe BV.

Charles J. Winger, Cinergy Corp.’s vice president of corporate development, has assumed the chief financial officer position. Winger previously served as chief financial officer in 1998 and early 1999 and succeeds Madeleine Ludlow.

People’s Energy Corp. named William E. Morrow both executive vice president of People’s Energy Corp. and president of Peoples Energy Resource Corp., the company’s power generation and midstream services subsidiary.

Energy marketers

Dynegy Inc. promoted Peter Tellegen to vice president of strategy and planning for Dynegy Marketing and Trade (DMT), Dynegy’s wholesale power and gas subsidiary. Tellegen previously served as senior director of strategic planning and vice president of strategic market analysis.

Dynegy also named Louis Dorey president of energy marketing and origination for DMT. Dorey has been with Dynegy since 1997, most recently as executive vice president of strategy and planning.

Michael Truong is the new director of operations for Truong had previously been the director of accounting and business support services for Utilicorp United’s retail energy group.


Bill Wiles joined Johnstown America Corporation (JAC) as vice president of automotive products. He comes to JAC from Norfolk Southern, where he was director of equipment marketing in the merchandise marketing department.

Coactive Networks selected Eddie Streeter as chief operating officer and Ezell Wills Jr. as vice president of manufacturing. Streeter came to Coactive from Solectron, where he was vice president and general manager of systems engineering and services-and later vice presidentof strategic programs for the Americas. Wills served as director of materials at Solectron prior to joining Coactive., an Internet professional services firm, has named Bob Pfeiff chief technology officer and Brian Moran senior systems analyst. Pfeiff has been a contributing author for a number of technical books, and Moran serves as president of the capital area SQL server user’s group.
