PG&E plan to auction off dams called threat to fish

November 21, 2000 (Sacramento Bee)–Auctioning off Pacific Gas and Electric Co.’s network of dams and power plants would lessen air quality and hurt fish in ways that couldn’t be avoided, according to a draft environmental report issued by utility regulators Monday.
