Report: Northwest faces winter blackouts if drought doesn’t moderate

HOUSTON, May 15, 2001 — If drought conditions in the Pacific Northwest and northern Rocky Mountain states don’t moderate soon, that region can expect blackouts this winter, the North American Electric Reliability Council said Tuesday.
