Texas ruling a victory for potential electricity competitors

Nov. 1, 2000—Texas electricity ratepayers could get a credit instead of extra charges on their transmission and distribution bills when competition begins in 2002, under a Wednesday ruling by the Public Utility Commission of Texas.
