Tucson Electric files FERC complaint against California governor

HOUSTON, Feb. 28, 2001—In a first, Tucson Electric Power Co. asked federal regulators to force California authorities to make good on payments owed for 186,915 MW-hr of electricity delivered by the Arizona utility for which it has not been fully compensated.
