Virginia board decides to maintain electric regulation after caps removed

Oct. 20, 2000 (Knight Ridder/Tribune) —A divided State Corporation Commission has decided consumer prices for “default” electric service should be regulated and protected even after capped rates for Virginia utilities are terminated or expire in mid-2007.
