Westar Energy announces new chief operating officer

TOPEKA, Kan., Dec. 30, 2002 — Westar Energy Inc. has announced the appointment of William B. Moore as chief operating officer and executive vice president of the company effective Dec. 23, 2002.

Moore previously served for more than 22 years in several capacities in the financial and operational areas of Westar Energy, Inc. and its predecessor companies before leaving in the summer of 2000. “Westar Energy, as the state’s largest electric utility, plays a major role in the communities it serves. I’m excited for the opportunity to work with a group of dedicated employees who are focused on providing excellent service to our customers,” said Moore.

That background is invaluable in our efforts to build strong relationships with all of our stakeholders,” said Jim Haines, Westar Energy chief executive officer and president.

Moore lives in, and will office in, Wichita, serving as the most senior officer in the largest city in Westar Energy’s service territory. His responsibilities will extend across the entire service area.

Moore, 50, most recently served as senior managing director and senior adviser for Saber Partners, LLC, a financial advisory firm for corporate and public sector entities involved in the energy and power industries, which he joined after leaving Westar Energy.

His tenure at Westar Energy and its predecessor companies began in 1978 when he joined Kansas Gas and Electric Company’s finance department. In 1985, Moore was named vice president, finance and chief financial officer for KGE. Following KGE’s merger with Western Resources, Inc. in 1992, Moore was named vice president, finance for Western Resources.

In 1995, Moore became chairman of the board and president of Kansas Gas and Electric, where he was responsible for directing operations, improving financial performance and improving relationships with communities, key customers, regulators and employees. In 1998, Moore was named executive vice president, chief financial officer and treasurer for Western Resources, a position he held until leaving the company in 2000.

During his tenure with the company, Moore was involved in many civic and charitable organizations in Wichita and across the state, including the Wichita Chamber of Commerce, Rotary International, United Way and YMCA. He also recently completed a term on the Wichita State University board of trustees. Moore graduated from Wichita State University in 1974 with a Bachelor of Business Administration (BBA) – Cum Laude.
Moore and his wife, Shelly, live in Wichita. Their two sons attend Kansas State University.
