NSP catches flak over ISO:

Minnesota Power of Duluth, Minn., filed a complaint with the Federal Energy Regulatory Commission (FERC) in late December charging Northern States Power Co. (NSP) with breach of contract. According to Minnesota Power, NSP promised in 1996 to support an independent system operator (ISO) proposal advanced by the Mid-Continent Area Power Pool (MAPP), in return for Minnesota Power`s support of NSP`s ill-fated merger with Wisconsin Electric. The complaint asks FERC to “order NSP to join the existing regional Midwest ISO and participate in a regional transmission tariff,” said Don Shippar, Minnesota Power senior vice president of transmission and distribution.
